A useful hypothesis names the mechanism, actors or institutions involved, the evidence that prompted it, plausible alternatives and the exact record that should be sought next.

Why it matters

Separating speculation from evidence allows difficult questions to be explored without contaminating factual dossiers or presenting unsupported claims as settled intelligence.

What it does not prove
