Mission: Convert pulled records into reusable proof cards for the tracker system.

Boundary: A verified record card proves only the record it describes. It does not prove guilt, motive, knowledge, conspiracy, passenger identity, hidden control, or wrongdoing beyond the record text.

## Rule

A verified record proves only what it says. If a stronger claim is needed, pull another source and create another verified record card.
